What are the challenges facing the Emergency Management Offices in the Carpathian macro-region?
The issues of international cooperation for the security of the Carpathian border territories were discussed on June, 27 within the framework of the IV Forum of Local Development in Truskavets.
During the panel discussion, moderated by the rector of the Vasyl Stefanyk Precarpathian University Ihor Tsependa, our partner for the reconstruction of the Observatory, the Head of the Department of the State Emergency Service of Ukraine in the Ivano-Frankivsk region-Volodymyr Chernetsky, presented the experience of working with the Polish partners.
According to Volodymyr Chernetsky, the Polish side helps in the preparation of mountain rescue workers. This is an experience of rescue in mountain conditions, especially in the winter, first aid, driving the quad bike, etc.
Volodymyr Chernetsky also spoke about the large-scale project; ” Adaptation of former observatory on the Pope Ivan mountain to the needs of alpine rescue service training center” recently won by Warsaw and Precarpathian universities in the framework of the cross-border cooperation program Poland-Belarus-Ukraine 2014-2020.
During the discussion, the Deputy Head of the State Emergency Service of Ukraine, Mykola Ilchenko, in his turn, talked about the creation of a network of Community Security Centers.
“In 2016, we launched a pilot project on the establishment of security centers in the Donetsk region. There are already fourteen for now. It is important for us that this successful experience has been transferred to the Carpathian region. And the first such center has already been created in Ivano-Frankivsk region.
Oleksandr Hanushchin, the Head of the Lviv Regional Council, expressed support for this practice, and regretted that this idea was not included in the legislation on the establishment of united territorial communities.
“The establishment of community-based security centers is a great idea and it will become the one of our top priorities in the near future,” assured the Head of the Lviv Regional Council.
