Economic and legal mechanism of the state policy of development of the market of solid biofuels in Ukraine

Project goals: To develop and substantiate the fundamental scientific-theoretical, methodological, organizational, and applied principles and recommendations aimed at developing the market for solid biofuels due to the economic and legal instruments of influence on this process.
Specific project objectives are:
The development of the economic and legal mechanism of state stimulation policy for the development of the market for solid biofuels, which is made on the basis of wood processing and agricultural enterprises. At the same time, stimulus measures should be “positive” (preferential crediting, partial reimbursement of costs for the introduction of new technologies, methods and control systems, etc.) and “negative” (penalties for inefficient utilization of biomass, etc.), i.e. not only help to realize the potential of woodworking and agricultural enterprises in the field of alternative energy sources, but also punish the economic entities that do not use such potential.
As a result of the project, the economic and legal mechanism of the state stimulation policy will be developed, which will facilitate the interaction between market participants of solid biofuels: state authorities, woodworking and agricultural enterprises and households. This will be possible to be implemented through the introduction of changes in a number of legal acts and the development of methodological guidelines that take into account the peculiarities of the market for solid biofuels functioning in Ukraine.
In the process of project implementation, the Ukrainian-Polish analytical and consulting center will be established on the basis of which an open database (website) on the market of solid biofuels will be created.
The received scientific and applied results describe the general concept of stimulating state policy in the field of renewable energy development.
